From one side the colour is the same but from the side that the image was taken from, the one with less peeling does look darker. Both horses are peeling slightly but the horse that is peeling less also has crackling. On this figure, there may have been a repair above the rear hoof where the paint is missing although it feels smooth and looks like peeling.
